War and Peace: Kiwi UN Official Warns of Half-job Solutions

As the United Nations administration in Kosovo prepares to shut down, its job of emergency relief deemed to be over, Kiwi UN special envoy Dennis McNamara has some advice for the next great international mission to rebuild a country: be prepared to spend as much money and effort in winning the peace as in fighting the war.
