NZ Global Leader in Registry Software Foster Moore Buys US Company

Foster Moore International, a global leader in government registry software, has announced the acquisition of U.S. company FileONE LLC and the establishment of U.S. operations in the North Carolina research triangle.

Foster Moore develops online solutions for government, corporate and occupational registries. With its highly configurable, easily implemented solutions, Foster Moore provides government agencies with access to best practice registry solutions globally.

The acquisition of FileONE, the Cary, N.C. provider of back-office and online service systems to Secretary of State offices throughout the U.S., promises to accelerate Foster Moore’s momentum in the North American market.

Says Auckland-based CEO Joel Foster (pictured above): “This acquisition builds upon our recent successful activity in significant North American markets. In April 2015 Foster Moore acquired its first U.S. contract with the Secretary of State’s Office for Montana, following a strategic partnership formed in 2014 with the Colorado Secretary of State to purchase an exclusive perpetual license for its award-winning Uniform Commercial Code (UCC) registry solution.”

Foster Moore entered the North American market in 2011 winning a major long-term contract in the province of Ontario providing government modernized electronic registry solutions. Foster Moore is experiencing rapid growth internationally, with the company’s flagship software, Catalyst The Registry Manager™, currently in 20 government sites across North America, the Caribbean, AsiaPacific, Africa, and the United Arab Emirates. Foster Moore recently signed a multi-million dollar contract to provide their registry platform to Abu Dhabi Global Market (ADGM), an international financial center.

Foster Moore USA has been incorporated as a result of the acquisition of FileONE from Elections Systems & Software. The completed acquisition adds 20-plus U.S.-based employees to Foster Moore’s current staff of 120, and forms the company’s second North American office.

“The establishment of a U.S. office hastens our commitment to North America,” says Joel Foster. “We have a long-term view of this market and a commitment to bringing global registry best practices and solutions to the U.S. Our acquisition of FileONE and larger U.S. footprint will help us provide employment to specialized registry experts and high-tech resources, offering government agencies alternative models for acquiring truly leading edge solutions.”

Foster Moore is a specialist provider of registry software and is recognised as a truly global provider of electronic registries for legislative and governmental agencies to meet statutory and service needs. The company is privately held with offices in North Carolina USA, Ontario Canada, New Zealand, and Puerto Rico.

Foster Moore was founded in 2008 in New Zealand, a leading incubator of companies working across the digital spectrum, including online government services, motion pictures and special effects, point-of-sale software, healthcare, security systems, cloud-based accounting, and agritech. Significantly, the New Zealand has been a consistent leader in the world’s Least Corrupt Countries Index, making it well placed to offer governance services globally.

The shift from paper-based registries to online is an inevitable and exponential development as governments eye a multitude of efficiencies. The company cites links between the shift of the regulatory process to online and the economic development of states, regions and nations. Ease of doing business, cost reduction, process improvement, elevating trust factors, regional economic competitiveness and the overall modernity of government all increase when paper-based systems migrate online.
